I am deeply sad in hearing that my friend and colleague, Haiyan has passed away. She is one of the few and down to earth programme managers of the organization. Whenever I have issues, she is always there to help and sort things out. She is truly one of the best managers and one of a kind human being. Her memory lives on. And to her family and her officemates, my sincere condolences. She has now come to a place where she is free and all her good things she has done and accomplished will be remembered….
It was with deep sorrow to hear that Mrs. Qian passed away. I met her in November 2010 in New York to discuss cooperation in e-governance. She was really cooperative and dedicated to the cooperation of a wide range of organizations in public administration, which impressed me a lot. Her passion will never be forgotten, and her commitment to public administration will be remembered forever.

Haiyan was one of my dearest and closest friends. She was always concerned and helpful to all the staff. The UN will never find another Manager of her caliber and kindness.
Now it’s time for her to rest. We all loved her, but God loved her best.
